Had a neighbor (in lafayette) with a car almost exactly like yours. He would start it and let it idle for 15 minutes before leaving every morning.
Never really bothered me .. then they put their house on the market and moved into anew apartment next door to my in-laws. Listening to mother in law piss and moan about it tells me that this guy deserves a medal of some kind

Call the US Postal Inspector and tell them someone illegally put letter in your mailbox.

I don't think he's allowed to touch your mailbox or leave things in there. Put the note back just how it was, take a picture of it and start googling. Pretty sure you have him on a federal offense. Worst case, you can threaten him and he'll waste a couple hours googling.
