Probably has something to do with federal law and HANO
Probably so and their had to be some of this modern urban affordable housing stuff thrown in to make everyone happy.
I don't have a big problem with this part if it's well run. Having a place near the convention center with more of the worker folks to be able to live and not have to rely on the city's horrible public transportation isn't the worse thing in the world.

There is a time limit that the housing has to be lower income, something like 10 years. After that point they can be converted into higher cost housing.
