It has always been used as a word for dust storms in Saudi Arabia and similar places. I first remember hearing it here at least a decade ago maybe longer. It probably came here with folks who were stationed in the Middle East. Like usual, the media picked up on it much later.

By this time last year we had two tropical storms, Arlene and Brett, and Cindy formed on the 22nd.

It looks to be pretty far south, and breaking free of the ITCZ might be a bigger hindrance than SAL. The SAL over the top might even aid the spin up some, but often, these waves get strung out in the ITCZ and can't ever stand up to roll over.
