LSU needs to offer more scholarships to local kids There is record enrollment now but 1/3 of undergrads are from out of state which is good and bad

TOPS was originally intended for students who performed at a higher academic level. But of course the race baiters, race pimps, and bleeding hearts though it was racist and unfair to not make TOPS egalitarian. This will result in the same thing.
The same race hustlers will demand this money be shared amongst the academic troglodytes.

Louisiana needs out of state kids, Arkansas is attempting to do the same thing by offering in state tuition to kids from neighboring states

TOPS gives the state 4 more yrs to convince LA students to stay home.

Let's say someone gets a high GPA, does well in their major classes, maybe even interns at some big names, but can't find anything in state because the opportunities aren't there. They can't all start their own business.

Probably be easier to do some tax incentive if they stay working in La. Maybe 0% income tax the first 2 -4yrs working in Louisiana.

Then they could pay it back. Even if it’s interest free. Louisiana shouldn’t be educating other states’ workforce, it’s bad policy

It absolutely needs to be that way. Don't graduate? Pay it back. Don't work in state? Pay it back.
The states paying for it and the state should get a return on that investment. Funneling tax money into university pockets is not giving the tax payer any return on investment

This is false… TOPs never covered LSU full tuition and fees. This has been a complaint of kids making 30+ on ACT with high GPAs for years. My son is one of them and is also going out of state in the fall with a much better scholarship than LSU Offered

I thought it was pretty generous in the early years; then they had to start reigning it in when they realized the universities kept increasing their tuition.

This something I will never understand. When it comes to athletics, the cream rises to the top and the highest performers get the most support. Some people have it; some people don't.
Now switch to academics, and it's assumed everyone can achieve the same as if intelligence and temperament and discipline are given to all in equal measure.
We should be doing more for our best and brightest.

No it wasn't. When Gov. Foster signed it into law, it was available to students with at least a 2.5 GPA and an ACT score at or above the national average (19 at the time. Someone scoring a 19 barely has a pulse). That's not a "higher academic level".

Actually you are correct. It did fully cover my tuition and fees. I was on LSU scholarship my first year and TOPs started my 2nd year of college. They did fully cover everything at that time and I also got an additional stipend. LSU just kept increasing their fees so much that TOPs did not keep up. TOPs does fully cover most other in-state schools, just not LSU. I think that is a big reason they increased it this year because so many kids with high ACTs complained that LSU wasn’t even fully covered for them. We just looked at all that with my son starting college this year. He made a 36 and LSU/TOPs did not cover everything. Now that it has increased, it would but he has already decided to go out of state.

They simply go to other states.. Louisiana isn’t in a position to make these demands for potential high end earners.. the goal is to keep Them here long enough to find a job here..
