A couple of other ideas (the Citizen is a fine option)
Seiko SUT409, they also make a green colorway SUT421 Solar Quartz similar to the Citizen it has a solar charged battery
Tissot Sea Star regular battery quartz several colorways
Tissot PRX quartz 35mm integrated bracelet watches are all the rage I they have 4 or 5 colorways
Tissot Sport Chic
Certina DS Action

All the above should be found under $400. I assume you want to stay with quartz and not a mechanical movement so under $400 gets a lot of watch.

Do they make a quartz version? I stuck with quartz and the lower end of his budget. If he thinks his daughter might like a mechanical watch that is a whole other conversation which Mido should be in.

Appreciate all of the responses. We went to look at some today in person to try to narrow down to a size, out of what we found at like the Movado Bold Horizon. There wasn’t a woke lot to pick from but was able to get some ideas. She didn’t like the dive style as much in person due to the thickness. Any thoughts on that model?

I have that exact sea star but I never wear it. I mostly wear a Seiko SSB409 but due to the size of my wrist I wear a Marathon General Purpose Field Watch mostly. I highly recommend it. It's very subtle and can be worn in any occasion. Also it's supposed to last a lifetime. Originally made for the army.

Nothing wrong with the Movado. I wouldn't put it in the high band for buck range, however the model you are looking at is thin, under 7mm so if that if she likes the style it may be hard to beat. As watch geeks we often fret too much about things other than aesthetics and even then we tend to be overly critical of small things like going all OCD on the exact placement and treatment of a date window. I am about to go OCD for a moment but don't let it deter you. The crystal is what Movado calls K1 which is a treated mineral glass, similar if not effectively the same as Seikos Hardlex, it can and likely will scratch, even if it is micro-scratches. I just prefer sapphire which I have never been able to scratch in normal wear. That said my true beater is a 19 year old Seiko with a Hardlex crystal and the watch has been abused (no seriously ABUSED) and only has 3-4 scratches that catch your nail but with raking light the crystal looks almost milky due to micro-scratches. However, I would not avoid it for a women's watch because she is unlikely to be banging her hand on a firewall or some similar non-sense mine has been subjected to many times over.
Bottom line if she likes it then it is worth the price and is nothing like a lot of the designer watches that are hot garbage.

Cool watch my friend has. Swapped to oyster. Bezel is unreal to me for a Rolex. He explained by saying it was a machined bezel…or something, said it was the cheapest Rolex ever. With an oyster it looks cool.

Got my watch back from the repair shop. They buffed and polished it. The crystal still has one tiny nick in it.
How it started
Bought a Hirsch gator band (how it originally came), and had it buffed. They quoted me $400 to fully service it.
All said and done, it cost $125 for the watch (including the watch)

Cartier is always the first choice for most women, they make up the majority of my wife's accumulation. Given she has a round watch a Tank, Santos, or Panthere would be a great choice for variety.
I also like a JLC Reverso on women and mine has been in my wife's watch box for years, I don't think I have worn it since 2016 or so. I think you get more bang for the buck and there are a lot more options than with Cartier. The Duetto is great because you effectively get two watches in one.

I mention the smaller size because depending on her wrist size and aesthetic she may want the smaller one I think they are 34x21. They have a lot of sizes but when you get to the men's sizes starting at about 46x29 they appear on paper to have a reasonable lug to lug but the way the strap is forced to bend away from the lug (it can't go straight down) many people find they wear large even if they don't look big in the show case.
The Rolex Oster Perpetual is also a perennial favorite and available in multiple colors 28/31/34/36/41mm. The 34mm and smaller are often much easier to obtain from an AD due to lower demand. But the 31mm turquoise is still pretty hot and commands well over retail on the secondary market thus a potential long wait at an AD.
Just hard to beat as a daily driver.

Vacheron has women's Overseas... in quartz within your budget
Patek has the Twenty~4 quartz
AP has the 34mm SS Royal Oak with quartz movement

One of my favorites on an Uncle Z199.
If you buy one, see if you can buy one built recently or after 2021. Supposedly they are more accurate from the factory. Two out of three of my 6R35’s have had issues with losing time. And they are all very position sensitive.
