Maybe I'm wrong, but I don't think naming a storm is as subjective as you're suggesting. I thought the criteria was tropical cyclone + maximum sustained wind threshold = named tropical storm.

Eta: Not talking about winter storms, high pressure systems, heat waves, etc.
