Do Terry stops count for vehicles as well? I have bad experiences with those in GA (well, ATL) about Terry stops for clearly non-illegal behavior because of MWAG calls. I guess "we need to check your tint" etc., would suffice in those jurisdictions. GA GFL laws permitted open carry, but that became probable cause for getting dropped at Boston Market while ordering food in the wrong part of ATL.
I agree, (IANAL) it is different if there is an outstanding warrant or active pursuit. I've just seen DeKalb, Fulton, and similar metro PDs really, really bend the standards to inconvenience law abiding citizens. (11 and 1/2 months to get a GCL in a 90 day shall issue state veteran, and I only got it that fast thanks to dogged perseverance encouraged by GA Packing, a fantastic group.)
Texas was fantastic in comparison. When I knew I was moving almost 20y ago, I called TX DPS. In most other states, it's very strict on when your CHL from another state is valid or not, and in some cases it becomes invalid as soon as you get another DL (changing residence.) TX assured me in 2008 , as long as it's still valid, just get one with us before it expires. Clarity is excellent.
Am I being detained, or am I free to go?

Seems like overkill. Juice cant be worth the squeeze. I'd imagine out of all traffic stops less than 1% flee after stopping.

Sgt of mine used to carry a small wedge of a spike strip that he would drop in front of a suspicious car's rear tire as he approached it.

You're pulled over on the side of the road. Something dangerous could easily happen that would require you to move your vehicle to save your life (e.g., another bad driver). A cop disabling your vehicle while pulling it over is a terrible idea and a catalyst for much litigation.

You’re detained when the cop pulls you over. You are not free to leave. If the cop puts a spike strip in front of your car or if another cop comes and blocks you in with his cop car that’s perfectly legal.

Two reasons… all about officer safety
1- placing something like that is provocative and psychologically escalating, so stay away from it
2- anything to divert the officers eyes and attention off of the driver or other occupants of the vehicle is a massive danger point for the officer.
So two massive reasons it’s bad idea.

watch enough of the Sov Cit stops and you'll see them used occasionally.
