It's not one person and I don't know if it's really the best leader, but what the Hapsburgs were able to do was pretty damn impressive. They were able to rule much of Europe for 500 years until.

He thought it was beneficial to all of humanity to establish British culture throughout the entire world. British customs, government, and economic systems. I happen to agree with Rhodes.
