Running around the vehicle whose lane you are blocking and then blocking anther lane is not the right choice.
Get on the sidewalk for 30 seconds.

She doesn't have the right to use any road she wants. Running with a double stroller should NEVER be done in a street that's even moderately busy or yes you are both an a-hole and being a danger to yourself.
I'm not sorry you can't use a treadmill and not sorry you can't put your double stroller in the car and go down the street a couple miles to a better place to run.
A busy road with a sidewalk should NEVER have a pedestrian walking or running. If the sidewalk sucks, go to a different road with a better sidewalk not IN the road. Same for bikes.

Why, i just walked almost two miles back from the garage where my car is getting an oil change and used the sidewalk.

It's a residential area and at least one other poster familiar with the area has commented that parts of that area don't have sidewalks.
Most pedestrian laws (when it comes to walk/running in the road) are written specifically for interstates and highways.

I was watching her the entire time, being as there were two fricking children in front of me in the road and the vehicle eas still in drive, and I was watching a vehicle heading my way in the other lane.
Not to mention, what happens when a vehicle comes around the corner, sees me stopped and decides to pass in that other lane and doesn't see her because she's obstructed.
Why is it so hard for you to admit that the sidewalk, at least for passing, was the best, safest option and should have been used?
Why must you be all gung ho for this woman being an idiot?

Which, by the way, how fast were you going in that area if you had to "stop and swerve" to miss her fr33? Speed limit in that pic can't be but 25-30 mph.

None of that makes it safe or a good idea. I don't know BR well but I can assure you there are safe areas to jog or bike, just because they aren't convenient to everyone's home doesn't make it okay.
Again its one thing to run by yourself, but a double stroller is incredibly wide and VERY hard to quickly maneuver out of the way of traffic
