I mean you can say what you want about it but Little Rock, NWA, and Conway are 10x cleaner than anywhere in Louisiana. They take care of their state

I've been gone a couple years. And while I really like Colorado, New Orleans still has my heart.

I'm late to the discussion I know. There is a huge problem with litter and blight in BR. The lack of ground maintenance and cleanup is astounding and shows the huge problems within DPW.
I agree that it's a mindset. For some reason, people all over LA litter. But there is a lot that can be done locally by continuing to ensure the restructure of DPW isn't inhibited by the status quo.
This issue is a huge point being tackled by BRAC over the next year. I'm sure more on this will be discussed once a new mayor is elected.
Personally, I'm about to start weedeating medians and curbs. It's fricking ridiculous and the trash pisses me off every day. Drive down Perkins, College, Essen or even 110 like others have mentioned. This lack of maintenance not only makes the city look bad for residents, but also potential businesses that could locate here.

Secondly, to the OP, you're not wrong in your assessment. I honestly never noticed it in the 25 years I lived in LA, but the first time coming back after moving away it blew my mind. It really is atrocious. No one from the top down seems to give a shite about fixing it, either.

Yeah it took getting older and traveling around a bit to realize what a dump Louisiana is. The litter is everywhere. Even down in Port Sulphur, at a private launch, people bank fishing will just leave trash right there on the ground. My dad, who grew up in NOLA and never left, always said NOLA looked dumpy bc it was old. Well traveling to Europe proves that theory wrong, as those old cities are maintained better and kept cleaner.
It's just disgusting shitty people doing what they do. A lot of the highway litter is stuff flying out of truck beds.

This is spot on.
Earlier this year, I drove from Lafayette to Rhode Island up the East Coast. The further you get from the Gulf, the more you realize just how terrible it is here.
I mean, it's not perfect up there, but even just the existence of those little travel stops in the northeast with gas and a couple of restaurants to avoid having to venture off into ratchet towns was something I didn't realize made a difference to me. The fact that I could just stop at a clean, relatively safe looking place, fill up the tank, have a few options to grab food or whatever else, and be on my way all in one stop was pleasant.
It really made me think about things I hadn't really paid attention to before, such as the amount of really shitty gas stations in vary states of disrepair that I've had to stop at traveling throughout the South.

All of it. And he's right. You realize it more after you move away and then come back to visit. I can drive for miles in western North Carolina and not see a scrap of paper along the highway. I grew up in Shreveport and from a young age it always aggravated me how trashy the roadsides and roads were.

2) our road workers are lazy and don't do their jobs
3) corrupt bureaucrats and politicians steal money meant for cleaning and allow the first two thibgs to occur

Everytime I come back it looks worse. Huge pot holes on most roads, road kill all over the side of the road, trash in the grass. I mean do people here just not care? I-9t and I-75 in Florida are dumps. I-55 from Memphis to St Louis esp in Arkansas is a dump. Cumberland Parkway across Kentucky is full of shite.
