We had a blind on a public lake IN South La for 20 or so years and as far as I know no one else ever hunted it or tried to scare us off.

The message that was left is 1000% not friendly. frick that dude. Go bait the shite out of it and let him hunt it opening weekend and call LWDF and tell them that he’s baiting. That’s how you really get the last laugh.

Quick google search has several results for the phone number, no telling if any of them are right. Several of them come up for people who live on Delord Ln in Lake Chuck. One is a 31 year old dude.
I noticed in the picture, he wrote "We will be hunting here!!" with several exclamation points at the end. Might be reading too much into this, but those exclamation points sure make it seem like a bossy, hostile, picking a fight message, rather than a friendly heads up/lets share kinda message.

Yeah that’s a tough place to try and set up a blind as it’s first come first serve. It’s been years since I’ve hunted there but probably some locals who fish the area regularly and decided to take advantage of the situation. If you’re from LC and trying to hunt public land in Cameron parish you’re an outsider and not welcome there. Tough lesson for your son just getting into hunting.

In all seriousness, this blind is going to be a headache. I would call the guy the guy at the very least and explain that your son has put a lot of work into this thing and see what his response is. If he's a prick about it, take your materials back and move on. Sucks for your son, hope he finds a good spot without some a-hole trying to strong-arm him. I recommend recording the phone call with him, you never know when that might be of use later on.

It has gotten that way for me. I go out of my way to avoid people while hunting. To the point that I will willingly set up where there is very little to no chance at seeing let alone working any birds. Even that is getting hard to do because someone will see you and think "he must know something". My entire reason for duck hunting is to get out of the house and watch the sun rise over a body of water....seeing ducks flying is a plus, having some work is incredible and shooting a few is icing on what has already been a damned tasty cake. Not only do they get to the ramp 30 minutes before shooting time they will often times be pissed off that you had the audacity to be set up, 2 hours before they got to the ramp, within 25 yards of where they decided to hunt 5 minutes before shooting time because they saw you set up and, not possessing the skills required to find a place any other way, had no plan to do anything than find someone else hunting and set up nearby. The only reasons I still hunt ducks at all is because my dog only has a couple, if we are lucky, seasons to hunt and the fishing is pretty good during most of duck season so the boat is already in the water.
I haven't fought my way into one of the numerous swamps and sloughs around me for years because they are all full of assholes, mostly young people in their 20s and 30s, who are all about arguing and fighting over a brace of wood ducks. They often do not wait to get out of the parking lot in the morning to light into one another. Who needs any of that? I hunt a HUGE COE lake where the hunting is, at best, marginal when it is as good as it gets. I know where the ducks are liable to be on this lake and know every point and spot that is possible to decoy birds given any weather and wind direction / water level. I will ONLY hunt those places mid week and even then I usually avoid them. It only makes a slight difference. It is not unusual at all for me to set up on an island and by shooting time have 3 other groups set up on the same island, all of whom arrived about shooting time and who will, from time to time, get into a screaming match about setting up on top of one another. Its really not worth it. I see it fishing also, people are simply pissed off and do not give a frick if they make you as miserable as they are.

There is a pretty good chance that they are bluffing or thought it was funny. Either way I would let them have the damn blind. Its public land but it is not worth having to shoot someone over or getting shot. Its not worth it to me to argue about at shooting time. I hunt to get away from BS, I am not going to intentionally place myself in a position where I stand a better chance of encountering it than avoiding it. Thats just me though, I have killed a train load of ducks in my life, I ain't as pissed off at them as I once was. I would find another spot, even if it was marginal at best, and enjoy myself and damn the idiots of the world.

I'd call him first and feel it out. Personally I'd dismantle the blind and move on if he's a dick head. There's too many places to hunt for it to be that much of a headache.
You could also let LWDF know about the situation and make sure you're in the blind before him on opening morning.

The problem is that is it will mean a sizeable area is baited and others may get caught up in the drama without any knowledge of the situation. The Federal regs state: "Baiting is the direct or indirect placing, exposing, depositing, distributing, or scattering of salt, grain, or
other feed that could lure or attract waterfowl to, on, or over any areas where hunters are attempting to take them. "
The "over" part has been used to write tickets for baiting even when the person being ticketed had no knowledge of the bait and did not place it. The regs also state: "You cannot hunt waterfowl by the aid of baiting or on or over any baited area where you know or reasonably should know that the area is or has been baited."
"Reasonably" can not be quantified. It has been used to ticket people for hunting baited areas. In Georgia it is not uncommon for someone to bait a field for doves and the DNR will ticket those in surrounding fields for shooting over what they should have "reasonably" known was a baited field adjacent to theirs. It is a judgement call on the part of the game warden. I know of 2 instances in Georgia where a pay shoot was baited, the game wardens knew it and instead of shutting it down waiting until people showed up and started shooting and then wrote everyone a ticket. One of these was in Fulton county and they actually seized vehicles and guns. Those charges were dropped but the people involved had to fight the charges.
I would almost bet that placing bait may be illegal even if you are not hunting over it....it is not illegal to feed wildlife, that I am aware of, but doing so on public land where people do indeed hunt should be illegal if it is not because it could shut down an area to everyone.

I would bet that LWDF would react like most state agencies and ignore any calls and would only get involved if something happened that forced their hand. If the a-hole is so over the top that he would put up such a sign and is serious and not joking it is unlikely that he would react civilly if he showed up and someone else was using the blind. Unless one enjoys such interactions while hunting it would best to avoid forcing the issue.

This is why I will never hunt public land. Not worth the fight and the headache. I am also not sleeping in my truck to be first in line at the launch.
