There will be pluses and minuses if that's the case. Career politicians who don't do anything but participate in a culture war and take money from lobbyist to maintain legislative gridlock will be under more pressure which is good, but will it be enough pressure to make real change? On the other hand, there is something to be said for the value of experience, and making that experience hard to aquire is not ideal.

At a state level, enacting term limits has increased legislators’ dependence on lobbyists. Not the opposite.

The key to starving out career politicians is more about killing lobbying than term limits.
Besides, we don't need Congress' permission to pass an Article V amendment instituting them. What we're missing is a population whose grasp of basic Civics is woefully inadequate to know that this is an option.
