There is little deterrence to crime anymore. Even those who are arrested, are shortly released or their charges greatly reduced.
A man tried to run over my Father n Law recently with a riding lawnmower, in a dispute over a property issue. When they went to court, the judge dropped the charge and basically told them to get along.
