Two questions:
1) Why would it matter if Venezuela was below the equator?
2) Is she being set up being asked all of these questions that she can't even come close to answering with any degree of accuracy?
That being said, I bet 90% of the people on this board couldn't fill in a blank map of South America. I know I couldn't. Maybe I could in the 7th grade but that was quite a long time ago.

She had time to prepare for this. She is saying these things as a rep of the U.S.
It's a little more important that she not constantly frick up basic facts -- compared to asking some person in line at Wendy's: "Hey....is Venezuela north or south of the equator?"

My first thought was a reference to the Monroe Doctrine. She probably thinks the Western Hemisphere doesn't include countries south of the equator. We have no right to bother those countries is her understanding I'm sure. I don't know but that fake Spanish accent was about as cringe as Brian Kelly's dance.
