People go on construction sites all the time. Unless it's posted No Trespass. there is no reason to stop him other than to ask why he is interested in the property.
I inspect homes ...pre to post construction. I am properties every day, knock or ring the doorbell and no one knows why I am there or what I am doing. It's obvious what I'm doing. I've had guns pulled on me multiple times. Until I explain what I am there for ...then they back down. In my situation if you tell me I can't inspect or photograph the home ...you get a nice letter from your insurance carrier ....Cancelled.

Exactly. I love how people are all of a sudden ok with theft on TD.com. They had their mind made up before all the facts of the case came out.
Now do I think the guy should have been killed? No. But, play stupid games, win stupid prizes. Most people get killed while doing a crime. Buying drugs, stealing, driving drunk, etc.

When we built our house we had about 10 ceiling fans in boxes, light fixtures in boxes, an airless Graco sprayer, and a few other things stolen one night. All totaled about $2300.
People go in these homes "innocently" just to case them out in the daytime only to return at night to haul everything away. HPD in Houston has an entire task force that only deals with construction theft because this issue is so bad. NO ONE goes to a house under construction more than once by mistake or innocently.
Had the builder/homeowner had a problem with prior thefts?

I said from the jump I didn’t know what he was doing.
I do know that mcmichael saw him the night before jogging down his street so it’s reasonable that he runs that route with some frequency.
If you pay attention you know the “just a jogger” narrative won’t really matter at trial. Just fodder for simps to eat up.

While technically true, the part you're leaving out is that they were extremely willing to believe he was a thief despite having no first-hand knowledge of him committing a crime and based only on a very vague description of "lots of stolen property in the neighborhood."
Which suggests, at least to me, that racial bias may have contributed to that willingness.
I could be wrong. If the description had been, "A white guy in a grey T-shirt was seen attempting to steal something from a house," maybe it would have gone exactly the same way. But I personally doubt it.

Ehhh
I went into some homes (quite recently) multiple times to see how they were coming along. They're across the street and I obviously have an interest and curiosity in how they look.
Maybe I'm in the wrong. But theoretically, I don't think it's ridiculous that a guy who frequently ran in the neighborhood might have stopped in to see how things were coming on multiple occasions.
I'm not convinced the guy is a jogger, perhaps because it would blow my mind to find out someone ran repeatedly in long cargo shorts, but it's possible if he was caught on video multiple times and was never seen taking anything.

If I was a developer I'd be against it for liability. That said, I think most of us have done it and we were witnessed doing it - nobody cared.
I only say that because I don't think there is widespread public adoption of the idea that it's something you shouldn't do and I don't think it's necessarily true that Arbery crossed any bright lines (at least from an average layman perspective) in doing it.
