No, it's literally the definition of a war. Venezuela, for instance, was not a war in any sense of the word. It's called going in, kicking some arse real quick, and extracting their leader. If you cut the head off a snake before it has a chance to strike you, it is not a fight.

Carrier Air Wings always have tankers (usually KC-135's) with them. The number is unknown due to operational security. That's why we never hear about their movements.

It's part of a buildup that's been ongoing for a couple weeks now. They didn't all fly over there at once.
