That's a genius idea. Lets force these people to have unwanted babies they can't afford, and when they have them, lets give them zero support systems so they grow up degenerates on the streets. That won't cause any problems at all.

You’ve never worked with generationally-poor people. They have tons of support. They mostly use those support systems as a means of enabling the next generation’s poverty.
