That's just a distraction. The bill would still have to be currently funded through current appropriations.
The Democrats are not going to do a bill that deals with funding the wall without it also addressing the immigration reforms that they want.

Pelosi will never let this bill come to the house floor for a vote. Might be able to get it attached as an amendment, but never as a stand alone bill.
