You say that, but you might not be far from the truth. It wouldn't shock me if his speech claims that states that have put in election laws like voter ID, and mail-in voting law regulations, and drop box cameras, and poll watchers are a threat to democracy. And the DHS will be going to these states (like GA, AZ, NV, & PA) to "ensure that every vote is counted" despite the state election laws.

I may be naive, but I think it will be difficult to cheat across multiple races the way they did with Trump.

Yep, and I think this speech will be the introductory speech of their new "election integrity" measures to "save democracy". Don't be surprised if DHS becomes very involved in the swing state elections (GA, PA, AZ, & NV).
