If Mueller had enough on Cohen to get to Trump, he would have never passed it on to the SDNY. Because this is a certainly a needed feather in his cap on convictions.
Cohen is probably getting a sweet deal, and not having to cooperate, because SDNY isn't going after Trump.

As someone who actually investigated crimes and interviewed people and orchestrated deals , I can tell you with certainty that a person "flipping" doesn't mean the person they "flipped on" broke any laws.
