Well the constitution says that states choose their electors in a manner decided by each state’s legislature. Nothing in the consititution says electoral votes have to be determined by the state’s popular vote. If this passes, red state legislatures will probably end up passing their own new voting laws that say their legislatures will determine their state’s slate of electors.

Article One section 4 Elections Clause.
State legislatures govern the manner in which elections will occur. Congress has to amend the Constitution to do this. At least 32 states will reject the proposal. SCOTUS will field the lawsuits.
