Since you dodged my question, I’ll answer it for you. The President’s emergency bunker is inside the East Wing.
Anyone with a modicum of common sense will realize it’s not 1980 anymore, it’s 2025. Technology and threats are much different.
My guess is the bunker is quietly being reinforced/updated, with the bonus of adding a ballroom as cover for what’s going on.
