Most of Clinton’s headcount reductions were DoD and primarily military related. He cut deep enough that the readiness levels were not met for most units.
He also cut procurement to the crew chiefs and maintainers were canabalizing parts off anything they can scrounge.

Candidates have said shite like that for literally centuries. The difference is that Trump is actually doing it.

Really, Clinton's idea. Gore was in charge of it and actually did shrink the federal workforce by 750,000 over 8 years and brought about real savings of about 250 billion over that period.
