Some of it is. I pulled T-Mobile reports back in the early 2000s during my divorce and every phone number my ex called and text message that she sent or received was on it.

With phones it's always a race between Apple/Google and the Feds/Israel/hackers. The phone makers will come out with a new security coprocessor that no one can break for a while, then some Israeli firm will finally find a flaw and get in. These firms then sell access to LEOs. If Apple/Google are able to find out how they broke it, they will fix it and the race continues.
Of course, I am sure NSA has a backdoor from the factory, but the FBI won't normally have access to that kind of thing.
