Now we are at climate change plus pandemic.
A lot of people love being afraid, I think it gives them some feeling of community to worry about something in a large group. There's also likely an aspect of control to it as they are able to say "we can control this if we just do x, y & z", which is essentially the same thing as throwing virgins into a volcano to hope it appeases the earth gods into not making the volcano blow up (which is why the adherents cling to it with the fervor of a religious zealot).

Conservation is where it started and Teddy Roosevelt was the first President to kick it off.
It’s been part of the Progressive platform ever since. The 60’s rebranded it environmentalism. Today, climate change. The government is the only solution. Same message, different branding.

There were a few big social milestones to get the climate change narrative going and as mentioned already Al Gore in the early 2000 poured a lot of fuel on the fire. But a big milestone prior to Al Gore was James Hansen's Senate Testimony in 1988:

The thing is the whole overpopulation thing would have taken care of itself if we didn't subsidize population growth in the third world. Population growth in the western world and the civilized parts of Asia fell off a cliff during the 20th and 21st centuries.
