I don't believe there is a human choice in which missiles are targeted. I think the system itself probably automatically makes those decisions. Unfortunately when so many come in a once, the Iron Dome can only target and hit so many. As someone else stated, it was a over saturation attack, send more missiles than he system can defend against.

Russia and China have "5th gen" fighters that are basically a generation behind the F35, last I read. This is of course assuming they've fixed the software gremlins.

Iron Dome is automated, nobody has to make those decisions. It tracks everything then, as you said, prioritizes which to target and which to ignore if it can't target all of them.
