Go back to the origin of the term. Ships would sail under friendly nations' flags to get close to targeted vessels. Only once it was too late would they drop the false flag, run up the Jolly Roger or some other banner, and proceed to plunder the ship.
No one is saying the stripped vessels weren't really raided, but rather that the assailants were operating under false pretenses.
