It is hard to argue against the proposition that some news outlets have allowed a blurring of the line between "hard news" and "editorial content."

Here is a good article on the role each political party played in this "effort."

To simplify, both played a role. The Dems seem to have been motivated by social policy, and the GOP seems to have been motivated by fiscal concerns. Plus, it has gotten much more difficult to legally commit someone involuntarily:

The real question should be, why do these mass shooters for the most part be known by authorities as being mentally unstable before they commit their acts of violence. How does a known person who is known to be mentally unstable have a job as a gun instructor. Ex-military, And a target for control.
