It was his home before his financials catered, so there can't be a deed restriction on it.

As much as I think Trump is an idiot, I can't see how the membership restriction would apply to him. I bet there are living quarters for some employees on the property that are well known and accepted. Further, he has clearly been there for more than 21 days in a calendar year and has his own private area.
