Truth. I struggle with the whole concept of rewarding failure. I know it's disguised as helping disadvantaged. It always starts there -good intentions. Then it gets into "where do you draw the lines" and then "who draws them". Not a good exercise to implement from afar in my opinion. Bring those decisions closer to home and you get more accountability.

A-holes like the one that pushed the OP out of his neighborhood are why we have zoning laws. People just don't understand that you have to work for where you want to live, it can't be handed out willy nilly.

If we're going to subsidize folks, this is the way to go. Cut all the bureaucracy. I doubt many will go for it though. Some think poor folks will make bad choices and want to control how they will spend the check. I figure we'll end up with guaranteed income, or Mincome in the future.
Mincome has been attempted in controlled attempts in several areas of the US but the broader attempt was in Manitoba, CA in the 1970's. LINK
The biggest issue they had was underestimating how much money it would actually take.

I'm totally for this if we're forced to keep entitlements. Savings all over taking out overlapping programs and all those government employees.

I want more homeless families so that I can develop properties catering to lower-income folks, so that we both have a mutual benefit rather than them being a burdern on the taxpayer (ie me).

I've seen section 8 in my neighborhood and surrounding neighborhoods. Half of these homes are deteriorating. The grass is cut, but they don't know how to maintain the house or don't want to or don't care to. They have mold on the walls, need paint, and have rotting trim.

1. It artificially inflates the market rate because government picks up the tab, making market demand inelastic relative to price.
2. Most Section 8 people wouldn't be homeless otherwise, or so I would guess based on the section 8 neighborhoods I drive through regularly with 50" TV's, BMW's in the driveway, ect.
