Didn't the Federal government force Louisiana to change their drinking age to 21 by withholding funding for roads, Louisiana sued and the USSC sided with the Federal government?
Seems like that would be a prior precedent for this issue.

there is.
Co grease can withhold funding but it has to be related to the issue. The condition can’t be unconstitutional and it can’t be “coercive”
So road money for driving age.
I would imagine they would apply it the same way to EOs.
100% of federal funding is probably coercive and not related. Education related funding would probably be ok.
what’s really fun is the LA state level challenge to the drinking laws. A 19 year old got a DUI and challenged it as unconstitutional under Louisiana law. the LASC ruling was “yes this is unconstitutional age discrimination but we really need the money”

she is being pushed to do this by someone......
Absolutely. Probably a Soros backed group, organization, or whatever.... but these judges and governors would not be operating this way in a vacuum. We ALL know politicians number one priority is staying in power. They wouldn't risk the potential political fall out unless they were being well paid. All the resistance we are seeing to Trump is organized. Trump better demand Patel and Bondi are all over this, as I believe they are.
For me, it will be worth the wait to see many of these Marxist fricks defending RICO charges.

precedent says that states can withhold federal fundings due to non compliance see road funding
