Either hydrogen or helium. It's probably has a tank of either to control its elevation. Get a little too high, vent some gas off. Get too high, fill the balloon up with a little more H2 or He. Flying at the correct elevation is how you steer it by going with the wind direction at a particular elevation. Once you start with a full balloon on the ground before launch the balloon does not need to carry a lot of compressed H2 or He to control the elevation. All this can be mapped out beforehand.

The article says they took extreme caution in case it did have explosives. But this will become a headline that lemmings will believe Biden saved us all from explosives.

I saw an article that the FBI is examining the balloon parts. Will it keep them from arresting grandmas and visiting garage pulls at Bubba's garage?
I think the only parts they got were the piece of the balloon. But they will milk it. Too bad I wouldn't believe the US govt/ Pentagon, or the CCP, if they said the sky was blue.

Explosives? That doesn't worry me too much, it's the latest mutated virus from the Wuhan Lab of Virology that was also drifting along with the CCP spy balloon that's more concerning.
