Wasn't that supposed to be done after 911? Pretty sure Bush made it a priority for all the Intel agencies to start sharing Intel among themselves. In fact, he created the Office of the Director of National Intelligence (ODNI) just for this purpose! Clapper is the "director" of all the 17 intel agencies.
