HRC's move doesn't make sense. Clinton has zero electability so the dare to for her to enter the race from Gabbard rings hollow; however, it's hellacious optics for unifying a lot of dem-leaning undecideds who are turned off by Clinton.
And Gabbard has the "military service" record supporting her. Media has been uniformly silent as to anything the general public would find truly negative about her politics (hmmmm...)
So, question is, does Gabbard have anything that offers Clinton & her cabal buddies (Obama comes to mind) leverage for behind-the-scenes maneuvering? Gabbard comes from Hawaii, Obama's old stomping grounds...

Hillary Clinton's money depends on foreign favors to other countries, especially Saudi Arabia.
Tulsi Gabbard is open on record about not "being Saudi Arabia's bitch" anymore and reorienting American foreign policy toward America's interests instead of continuing to use the Departments of Defense and State as glorified mercenaries for Saudi oil sheikhs and Jewish oligarchs.

Trump won some traditionally Blue states, with anti-Clinton bias.
You toss 'outsider Tulsi' in the mix, she might get as much as 10-15% of the vote. Enough to siphon off Trump's advantage, and give the Dems the overall win.
A vote for Tulsi dilutes the Trump coalition, not the Dem one.

It DOES make sense, if you're truly Machiavellian.
Tulsi Gabbard, who at one time was deeply involved with the DNC, and who has had some strong Left-leaning views, currently is lobbing out some serious Moderate statements. And she's picking fights with other Dem candidates, and now involved in a tussle with the big bad HRC herself.
Has she had a sudden jolt of awareness, ethics and conscience? Sure, that's possible.
But otherwise, she sure is trying to get some street cred as the "anti-Dem" Dem. And now, HRC is trying to suggest that if she were to run as a 3rd party candidate, she'd draw votes from the Dem candidate.
Wow, if she can pick up Dem votes, then maybe if some of the Trump moderates vote for her instead too, she might actually win something...
NOT.
If she were a threat to steal Dem votes, she probably would be polling better in the current Dem field. As it stands, she's way back in that group... but she's increasingly appealing to Trump moderates.
How do you beat Trump? You eliminate the moderate swing vote, so that traditional Blue states go Blue again.
