If this had happened to this guy in 1950, I would say this reaction would be completely justified. After everything that black people endured for centuries, I would understand. We need a crash course for millenials on what is a "noose". Most of them probably haven't a clue the difference between a "Granny Knot" and a "Square Knot". "Boline" and a "Hangman's Noose".
