Sure it does. The whole point is the "safety" of employees. Raping Joe is mandating that all employees get an experimental drug injected into their bodies that could cause MUCH GREATER bodily harm than the underlying disease itself.
Using his own words, he's just using OSHA as a "work-around" the fact that he doesn't believe he can do it himself.

The legal issue for OSHA turns on whether the OSH Act intended OSHA to protect workers from workplace harm (those caused by the employment/workplace itself), or from this all encompassing general harm m(i.e, COVID) that the administration wants to push. It is about OSHA's authority.
Whether the vaccine does or does not work, or whether anyone is choosing to get it is not relevant to that question.
