May I propose a fair compromise?
The Trump Administration agrees to withdraw this photo and apologize for misleading folks about the emotional state of the woman? in question if Democrats agree that everything signed by autopen during the Biden Administration is similarly null and void, including all laws and pardons for which an autopen signature was used for Joe Biden.

The fact that the image was obviously altered during an era when the technology to detect alterations is widely available and the person altering it used an original unaltered photo from a government website. That’s textbook meme. You expect people to know it’s been altered (respecting the audience).
Edited: that’s what makes the fat Jeri-curled JD Vance image so funny to everyone that sees it. Though I understand a black woman is allowed to wear blackface (making her skin color darker), but no one else should either darken other spots to match face, or darken the face to make it darker (whichever one it is in this case).
