Yep, gear selection, steering inputs, braking, throttle control, modern vehicles are entirely computerized.

If I had to guess, NSA probably authored alot of the tools. I have no doubt that CIA has their own elite offensive cyber ops units, but alot of this stuff is very similar to the NSA capabilities outlined in the Snowden docs.

They didn't know most likely, unless they were wiretapping CIA (possible). It has been known for a long time that CIA and NSA have a rivalry. NSA had the biggest budget for a long time, but Obama changed that and it went back to CIA. Both agencies have significant CNE (computer network exploitation) capabilities.
I think the whole intelligence apparatus is insane, tbh. For one thing, we don't need 17 fricking agencies. Consolidate that shite already. When you have that many agencies compartmentalized from one another, rivalries commence and money is wasted on duplication of efforts. It's silly. And having that many people working for that many agencies, shite is going to leak linearly with the number of people who know secrets.
One can only conclude that someone (contractors) are making big $$$ off this massive intelligence apparatus we have. A real conservative needs to come in there and cut a bunch of these agencies.
