Has the president always had the privilege of using the MSM for unbridled campaigning?

I can’t recall a president ever having the power to secure prime time television to pump their partisan BS like Joe Biden has been doing since he was installed as president.
Am I wrong? Is Biden breaking any campaign laws? Is he breaking past precedent on using his office to influence the electorate through the office of the president via a complicit MSM?

Actually, I do recall one Trump POTUS speech that the media refused to air because they said it was campaigning.

Think how many times Whispering Joe has been on National television warning Americans about threats to Groomer Democracy…I would guess at least 10 times if not more we’ve seen Biden on national television spewing his Groomer BS, blatantly using his office of the president to push Groomerism.

To be kinda fair, he did not have the Presidential seal on the podium tonight
All politicians and Presidents give partisan speeches around election time.
This was over the top and BS, but like I said, he didn’t have the seal or flag on stage

If the Presidential Seal was not on the podium then that was not a State speech and the networks should be charged for in kind political donations.

What? That is just stupid. So every time a politician speaks, they should pay media for being there?? It’s their job to report news regardless. I get they are hacks and are politicized, but we should not set rules on mediA. They are corrupt right now, hopefully that changes quickly, but regulating the media one way or the other is wrong

If the speech is promoting a particular political party and not just talking about an issue or two, then it it a political speech.
For such a speech, if the politician did not pay for the air time, then the network that carries the speech has to declare the time as a donation.
If this was a speech about a non-partisan issue, then it's breaking news, like announcing Paul Pelosi being attacked.
