Need clarification on NCAA tournament teams

We hear and read the SEC set a record for teams “making” tournament. Then we see teams are playing Tuesday and Wednesday in a “play-in”game to join the bracket?
My definition of making the tournament doesn’t include an oh by the way you need to win 1 more game to qualify.
So if Texas loses to Xavier, will Texas be credited for making the tournament this year?

It does officially count as an NCAA tournament game and they are officially included in the record books. That's why for a couple years they kept trying to tell us the plays ins were the "1st round" and the round of 64 was the "2nd round" with 60 teams getting a bye. It was confusing as hell so they got rid of that, but they tried it for 3-4 years.
