FIRST = cut off federal funds to every state until they present a full accounting for the fraud and show some arrests for the funds already misappropriated. Put DOGE watchdogs in every state.
Require all immigrants come forth and show their status documentation or else get on the next plane out.
Institute a 'Consent Decree' program to oversee all state operations - just as the south had to do in the aftermath of failing to control civil rights abuses.
Claw back as much funds that were unlawfully distributed as possible. Shut down anything other than services required for public safety until the debt is erased.
Call it "RECONSTRUCTION" =====
