Every dictatorship is not a "legitimate government". That does not give you or any president the constituional power to invade the country without the consent of Congress and the people.

Sen. Tim Kaine (D-Va.), the ranking member of the Senate Foreign Relations Subcommittee on the Western Hemisphere, on Saturday said the military attack on Venezuela and the arrest of its leader, Nicolás Maduro, was “unauthorized” and called on Congress to reassert its authority.

“President Trump’s unauthorized military attack on Venezuela to arrest Maduro—however terrible he is—is a sickening return to a day when the United States asserted the right to dominate the internal political affairs of all nations in the Western Hemisphere,” Kaine said in a statement.

Sen. Tom Cotton (R-Ark.) on Saturday said the Trump administration did not notify congressional leaders ahead of its operation to arrest and remove Venezuelan leader Nicolas Maduro even as he defended the decision.

“That’s probably one reason it didn’t leak over these four days as they were waiting for the right weather,” Cotton, the chair of the Senate Intelligence Committee, told Fox News, after confirming congressional panels were not notified in advance of the operation.

ETA: had congress been notified, I have no doubt that several of the democrats would immediately run to MSNBC screaming that they were about to attack Venezuela and putting military personnel in more danger.
