Every dictatorship is not a "legitimate government". That does not give you or any president the constituional power to invade the country without the consent of Congress and the people.

Per historical analyses, 43 out of 45 did so, with exceptions being William Henry Harrison and Zachary Taylor due to their short terms without such actions. Sen. Tom Cotton (R-Ark.) on Saturday said the Trump administration did not notify congressional leaders ahead of its operation to arrest and remove Venezuelan leader Nicolas Maduro even as he defended the decision.

ETA: had congress been notified, I have no doubt that several of the democrats would immediately run to MSNBC screaming that they were about to attack Venezuela and putting military personnel in more danger.
