Cap on NIL but the biggest issue is the transfer rule. You should get 1 transfer without sitting out and after that you have to sit out a year. (still 5 years to play 4, no Pavia -Finley BS) This would cut down the number of guys moving to different schools every year.

Multi-year contracts with buyout clauses and/or 1 year contracts with a binding right of first refusal clause would calm a lot of this crap down.
No one is advising these kids except greedy agents and/or family. 31% of all college players are in the portal and many will be out of football without an education when the music stops.
