Rule change idea for punters and kickers

New rule: a player who punts/kicks must have participated in the previous play.
Thus, unless your kicker was in the game for 3rd down, he can't be the one to kick a FG on 4th down. Same thing goes for punters and punting.
Kickoffs, free kicks, and first downs are exempt from this restriction.

There was a new kickoff rule used this past weekend. 12 men allowed on the field. Kicker had a holder who ran off after the kick

You’re going to handicap the offense on 3rd down when they have to sub out a WR to put the kicker on the field? Or when a kicker gets hurt trying to play offense and then you don’t have anyone who can kick?

Only punters and kickers should be allowed to kick and trip other players without penalty…

Of all the kicker rule changes, this would be one of them. 
Only one I could ever get behind is the Arena League rule where you get a point for kicking it through the uprights on kickoffs.
It would be really hard to do & probably wouldn't change much, but it still adds SOME degree of strategy & would tie in well with 2pt conversion attempts
