You could kill him and it would not make all that much of a fdiference. The real power lies with the IRGC and eliminating the IRGC is more problematic. Think of the SS with not one but several Himmlers, non centralized operationally who live in your neighborhood.
IRGC has its fingers throughout Iranian society. They not only control large swaths of the bureaucracy but also a lot of the economic life. They've had almost 5 decades to embed themselves. To extricate them would be a lot like denazification in Germany. I'm not sure they are all that worried about Kurds either because of how they embed.
