Louisiana’s upcoming budget surplus

Oil prices have doubled from 2025 levels. It’s hasn’t been discussed in the news yet, but Louisiana’s oil royalties should exceed budget projections. Meaning a budget surplus come the next fiscal year.
So what does everybody think La. should/will do with the extra loot?

Find a way to spend it so whenever oil prices eventually get lower than what the state budgets are based upon, we will have obligations that cause us to have to make draconian spending cuts to maintain them.

- Payoff state debt as prescribed by the State constitution.
- Replenish the OGB reserves that Jindal stole to balance his budget to decrease state health insurance expenses.
- Replace and repair infrastructure such as roads, bridges and building.
- Upgrade mental health facilities.

Govt never has a surplus. They have massive debts, but they should be required to lower taxes when surpluses occur. They don't need your money.

This is the problem when people use the term “government”. Federal government? State government? Agency? Municipality? Details matter.
Louisiana has a balanced budget and can have a surplus. By constitution, a surplus can only be used for three things. 1) a percentage that goes into the rainy day fund, 2) a percentage to pay towards pension obligations, and 3) non-recurring expenses which basically means infrastructure.

If there is a surplus, it likely be less than anticipated. Not enough on shore activity to matter, and you have always the threat of litigation which could be lessened with Friday’s Supreme Court announcement.
