Those are the same kinds of trucks the city used at the 4th of July celebrations in my neighborhood
They were concerned about terrorist attacks. A few people from my building complained about all the police and barricades causing them an inconvenience, which I thought was dumb of them. Then Bastille Day happened a week or two later... they shut up about it.
