Surely he’s not talking about disaster relief funds intended for Puerto Rico and/or California?
Edit: To be clear, I don’t think he’s going to do that. I think that’s just a rumor or something that has been floated around but not seriously considered. It’s more likely he means diverting defense budget funds.

I'll believe it when I see that more than a few hundred miles are constructed. The 1.375 billion isn't all being used for a wall according to Rand Paul this AM.
