Maybe in the US, but not the first ever. So no, Kentucky neither invented nor was the first to commercially distill whiskey.

It may be "silly" but the establishment will make a lot of profit for this challenge (which is the purpose of owning a bar) and it encourages the fans, for their respective team, to show up and support them.
If you don't want to participate, you don't have to.
Personally, I like it. I'm not going to go around gloating about participating in a Jell-O shot contest but if I could participate, I'm sure it would be a lot of fun. And that's what it's all about.
