They all fall under the purview of a dedicated offensive coordinator.

This system is mish mash with a coordinator that has other duties on a different part of the team and an analyst who isn’t the coordinator.

You also have to remember how bad punt ugly was when he started and that Les had to evolve in ST play to get something out of it. It took him forever to find Buster Davis as a punt returner, too. ST can be done in the way described very effectively. What Kelly will have to deal with is that it was so bad last season that if this approach isn't markedly better, he will receive a ton of criticism. My suspicion is it will work just fine, but when the institution is willing to give and do whatever you need, you damn sure have to properly identify and implement what you need.

I am not saying it will not work. It’s just a strange way to go about it.

I don't think it is based on what I've seen other teams do. It appears that most teams do it this way. It just isn't described with such particularity on who does what. Most teams just say, here is the coach that coordinates STs. It has to be collaborative, because your ST players pretty much all have other roles on the team, so no matter how it is structured, Davis has to communicate who he is using and who else is available and can be trusted to block. The DB and WR coaches have to identify players who could be gunners. The offensive staff has to identify players who they believe could be effective returners, etc.

I think our lack of numbers last year had a big impact on special teams. Many special teams players are back ups that are getting playing time and future starters, often stars.
Because of our lack of numbers, the quality and lack of the typical special teams player was extremely less than most years.

Hopefully when we get back to a full roster the caliber of our special teams players will get dramatically better.

Blocked kicks- you now have your OL coach & OC, the two guys who care most about blocking, overseeing that aspect. The guys who teach you how to block on passing and rushes, now teaching on blocking on kicks.

On kick coverages, you have your DC and your secondary coaches. Again, same concept- guys focused on open field containment and tackling.

My guess is, he wants sound, generic schemes. Nothing tricky or different, that allow players to move more easily back and forth between regular play and special teams.

It is noteworthy that Polian's skill as a personnel guy (which is seen through the transfer portal, probably more than recruiting high schools) is considered a must-keep.
